To All,

I am Rod Morrill, an ordinary citizen that drew attention to the recent Bill calling for the permanent closing of Monroe St. and the violation of the right-of-way by the expansion of the footprint of the courthouse.

There has now arisen many polarizing arguments and observations and almost all of this is nearly a reenactment of the outcry against the out of control expansion and cost increases in 2003 - 2004.

It is now realized the scale of the violation of the prescribed scope and costs of the Courthouse Project.

All of the resulting plans and remedies now being presented are deviations from the prescribed plan and solution developed in 2004. That plan was the result of a large committee made up of elected and appointed officials, judges and professionals that was presented in several public meetings and drafted into law in Ordinance 2004-1339.

That plan has been destroyed by eleven change orders and the ordinance is violated and now is in some ways impossible to follow in its true form.

There are now cries for accountability, cries for a new and modified plan declaring different needs that now exist and cries for a plan that is a deviation but resembles the plan of 2004.

All of the these are deviations from the prescribed plan and solution developed in 2004.

There is a way we all can work toward a common resolve of this and that is for a single outcry for a recognition of a major wrong doing and demand an open finding of cause and a new open resolution which is of the least cost and harm to the city of Jacksonville in its entirety.

This cannot be done in a single simple Bill in a single "cycle" of the City Council and its committees.

When we agree to work together for the good, very great things can be done and large problems can be resolved.

Please pause from the arguments and demand a resolution.
